Doubt about Locations of TLD files

HFJ&JSP says
TLD files can be stored at following places
1.inside WEB-INF
2.inside sub folders of WEB-INF
3.inside META-INF which is located inside WEB-INF/lib/jar
4.inside sub folders of META-INF

Here is My doubt

Question 1 pno=:485 of HFS&JSP says
TLD files cannot be palced in META-INF dir of WAR file.Because files are not recognized in META-INF of WAR file.

Above statement looks like opposite of statement no-3
Please help.

Statement 3 says that TLD file can be located in META-INF directory if tags are packaged as jar file. It doesn't say about WAR file.

I Guess you know that there are 2 META-INF files if you deploy the application in WAR file.

1 is inside the contextroot,
2 is inside contextroot/WEB-INF/lib/jar/META-INF.

Yes thats true.You can keep under sub directory of META_INF directory located under WEB-INF\LIB\*.jar and not under context-root\META-INF in the WAR deployed web application
