Doubts on JSTL - import

I am using the below JSTL for import...but it gives foloowing error..what's the problem with it?

I dont feel , there is any problem in this tag,<c:import >... look for some other JSP syntax in your jsp file , related to this .My view is, this statement is not at all the reason for this exception.

Try to ping the URL, i think its network issue
