A system administrator wants to add some common logging functionality to

Even i second that ...Never heard of Delegated Administrator...

This is logging at server level and not application level...

I think the key thing here is the "several web applications" comment in the question. If you write a 'common-logging-filter' you can reuse that easily by adding that to every web-app DD. My answer would be B as well because the others simply don't make sense in this context...
