what is the difference between the
<%@ include file="links.html" %>
<%@ include page="links.jsp" %>

There is no <%@ include page="links.jsp" %>.
You may be mistaking it with the <jsp:include> standard action.
<jsp:include page="links.jsp/>

I guess you are talking about the jsp:include and as Satou mentioned in his post above, there is nothing called a <%@ include page...%> Think of using page as a translated one and file as a raw one without translation.
