If you look in your TLD file for any of the JSTL taglibs, you can search for the ones that have a body-content of empty.

Sometimes it is hard to locate the tld for JSTL especially if is supplied by the container.
I am curious. Do you mean an empty custom tag or JSTL tag? Most of the JSTL tags can have a body.
