Include static content in a JSP

In question 22 of the final mock exam. I only choose A for including static content in a JSP, because with include the content is added during compile time.

With the jsp:include directive you can include dynamic content in a JSP and it's not guarantied that footer.html is only static content. So why this option is also true?

Theoretically you could map the html-extension to a servlet, but I understand that I've thought to far.
