Is it possible?

E.g. there is a <jsp:include> in a JSP page, but can we use it in a JSP document?

Why couldn't you ? It's a well-formed tag, isn't it ?

An JSP document is written in XML, so it must be well formed. Which means that directives like <%@ page ... %> cannot be used directly. Special tags must be used instead, <jsp irective.page ... /> in this case.
