empty auth-constraint

I'm sorry, probably it's a stupid question, but...

All samples of empty auth-constraint that I saw are:

<auth-constraint/>

But,

<auth-constraint></auth-constraint>

has the same effect, I suppose.

Am I right?

Thanks.
