convert a flat text data file

In the Overview of the developer assignment at the Sun site, it states that:
" In the .jar file, a flat text data file that must be converted into the required format for use in the assignment "
What does that mean ? Does it mean we need to convert it to a database file - such as Ms-access database system? A flat text file is not really a database.
Anybody, please kindly give me some claification.
