are user database updates allowed?

The following is from the assignment instructions:
"If updates occur to a record that is dispalyed on another client, then no change occurs at the other client." Does that mean a client can update/modify db.db? Thanks.

Yes and you don't have to let other clients know that you are modifying db.db.
