questions on "db.db"

In the instructions.html I read "The directory suncertify/db contains db.db, the database file. YOU CAN NOT MODIFY THIS...(???)
What does it mean? How I can manage the data persistence if I can't modify this file??
One possible response is (initially)to store all the information found in db.db in a kind of collection (es. HashTable), but this mean that when the server is restarted, any change will lost...

Gazzax,
you are not allowed to modify the structure of the database file, but of course you are allowed to change the data in the file.
