Hi,
Iam a Sun certified Java Programmer1.4.I wish to take another step in Java.Which is a better on e Developer Or Architect.

Well, "better" is both. But by definition, the two certifications are different by nature. In developer certification, you code a project, and in the architect certification, you architect it. So, depending on the focus in your current work, and your future plans, you may consider one of the certifications, or both.

There are no prerequisites for SCEA, while SCJP is a prerequisite for SCJD of course.
Some people get SCEA without SCJD or even SCJP, which may be useful in some circumstances, but since you aren't likely to get architecting work without developer experience, it doesn't strike me as a normally useful path to take.
SCJD without SCEA will probably help you get paid work, while the reverse is less likely. You may also want to pursue something like BEA WebLogic cert. (after SCJD).
