Look and Feel bug, where do I report this?

Hi
I am going over my application to ensure it can be used without the use of a mouse (for good order). There is a bug though with the default look and feel in that you can not press return on the 'Next' button for example. Pressing the space bar works.
If I cahnge the LF to system look and feel pressing return works but the setMnemonic does not. Its no major problem but I suppose I should report this in my DesignDecisions or README. Which one?
Any comments???
