What do you think? Is that good or bad as far as Java goes?

It really depends on the size of the records, what hardware you're running on and, maybe, things like the anticipated mean server load versus the actual server load during the test. Regardless, it sounds very reasonable to me.

I am running Windows XP Pro, Pentium 4 2.53 gHz. The record is 160 bytes. So it reads about 15 megs of data in 3.4 seconds.
 
It is sorta covered in the JavaRanch Style Guide.
