I had URLyBird 1.2.3, which also had no requirements for a readme file.

I provided a simple one that simply referred to the user documentation HTML file (userguide.txt).

Whatever your decision, document the rationale in the choices.txt file.
 
It is sorta covered in the JavaRanch Style Guide.
