I have 7 years of programming experience in various languages, but I am just beginning to learn JAVA. I am wondering if I should get the programmer certification before the developer certification.

There is no option. You have to pass the Programmer's certification before the Developers'.

Open Group Certified Distinguished IT Architect. Open Group Certified Master IT Architect. Sun Certified Architect (SCEA).
