web server return wrong MIME type for jnlp file

I use apache tomcat 4.1 as web server. when I click a.jnlp file,
the tomcat return null as wrong MIME type. There is type setting
in C:\Apache Group\Tomcat 4.1\conf\web.xml, which include jnlp type.
Does someone know what's going on and how to set it correctly? Thanks!!
