Isnt using & a performance issue?

Isnt using & instead of && where usable is a performance issue?
Suggestions. For ex if I have a complicated if loop and using & with all of the conditions. I came across a code that was doing exactly the same for numerous complicated if loops.
Suggestions?

I don't really understand your question, but i see no reason to use & except when there is an item in your conditional that needs to execute regardless of the result of the conditionals.
