While this is about tools, I'm going to move it to the Performance forum. You also might try running a search in that forum to get some ideas/feedback on tools.

I have used the HttpClient toolkit to simulate web server loads. It is just a toolkit for emulating a browser type client - you will have to provide the main program and script for a complete test.

I've heard good things about JMeter. You might also want to do a search in the Testing forum...

Jmeter's simple to setup and use. You do have to read about 4 pages of intro to understand how it works, not just start the GUI and go, but once you understand what it's all about, no problem.
 
It is sorta covered in the JavaRanch Style Guide.
