Hi
IBM has certification for its portal solution.
http://www-306.ibm.com/software/genservers/portal/education/
you may check for the vendor that you know its toolset and want its certification.
Sun microsystem (in its standard java certifications like SWCD , SCBCD ,...) has nothing about portlet that i am aware of.
