Suggestion for Open Source Portlet Development Tools?

I always use the WebSphere Portal development tools to create portlets, but I want to test some other tools. Are there any open source, or freely available, portlet development tools for JSR-168 portlet development?

Eclipse plugins are preferred, but I'm open for anything.

Now I've done a little deployment with JetSpeed 2, but I didn't see any development tools associated with it. What do you suggest?
