What "best" is depends on your requirements. JetSpeed is a good one. It and some others are listed in the

Here's a hint:
It rhymes with WetFeedBlue.
There's another one that rhymes with Bluto.
For simple
testing
or portlets, Bluto is best. For a real portal server, WetFeedBlue is pretty amazing.
