Is it possible to send data in a C program to a URL running a Java server. Can I set up a socket connection between the two to stream data between them?
How could I simply test this connection?

yes, you can.
it just have to be same style of connection / protocol on each side.
perhaps you need to check in what order the bytes arrive/leave the java side.
