xml rpc problems on Windows 2000 pro

I have been working in windows 98, using xml-rpc in java. Had three apps creating their own webserver on localhost listening on different ports. Everything worked great until I was upgraded to Windows 2000.
Now I get IOException connection refused when I try to create a XmlRpcClient to the server and call a method.
Can supply code examples if anyone is interested in helping.
No error reported when creating the WebServer. Just when trying to connect to it.
I can make rpc calls to xml-rpc servers not locally on my box. But not when using 127.0.0.1 or localhost as my url.
What is it bout Windows 2000 ?
