I am using Bouncy Castle to create a RSA Public/Private Keypair. How can I pass my public key using a socket to another user so they can encrypt the message they send to me.

Feel free to do it any way you want... Public keys can be passed in the clear. It is not possible to decrypt a message without the private key.
