h:commandButton is ignored sometimes

I have a jsf page with few checkboxes & a command button.
The user can check & uncheck the desired checkboxes, and then invoke an action by pressing the command button.
A new data is invoked according to the selected checkboxes.

It works fine, and then suddenly stops working.
After "playing" with the checkboxes for a while the action is not submitted when pressing the command button.
(I added an alert when pressing the button - it always works, but the action is ignored sometimes).

It probably doesn't matter but, shouldn't you replace that straight html with jsf tags?
It is sorta covered in the JavaRanch Style Guide.
