Today, what is the best and most productive set of tools and technology for develop a JSF application?
The scope is:
-IDE (Myeclipse, JDeveloper, etc); -JSF Implementation (ADF, Sun JSF, etc);

I'll vote for JDeveloper + ADF. It has very rich AJAX-enabled components.

I use MyFaces Tomahawk with Eclipse 3.2. I haven't tried out ADF though.
There�s so much to learn in this industry, and not everybody has the necessary interest.

The partial trigger really work? My friends used and said that it's not a good idea to use ADF components with Ajax (the partial trigger). Or are you using another toolkit together with ADF?

I vote for Java Studio Creator albeit I will move over to netbeans VWP apart in future. It takes a bit of doing to understand creator programming but once its customized the application development would be rapid - except creator at times reacts strangely and make you go bonkers
