how can i write in arabic in my application

i have changed the pageEncoding To Be UTF-8, and also changed the charset.
a part of the problem was solved, i wrote in the *.jsf page in arabic and it was rendered succesfully.
now the arabic writen in the *.properties file appears as symbols, what can i do, althought i changed it's encoging too.
