HtmlSelectOneMenu setValueChangeListener probem

I have a PanelGrid in a jsf page which is bound to a method and components are populated dynamically via backing bean, the getGridElems() method generates my jsf components including a drop down list, I set a setValueChangeListener on this dropdown list :

The drop down list is generated like below:

I want when one of the select items is choose add another component(another drop down list) to the page.
The problem is :
When one item of drop down list is selected the handleSelectMenuValueChange is invoked but getGridElems isn't invoked,It
seems that the flow of the code bypasses the getGridElems() method after executing handleSelectMenuValueChange method.

Is there any problem with my code?
Is there any other way instead of using setValueChangeListener ?
