Problem with viewing a pdf file on production server.

When a tab is clicked, the actionlistener class is called, which scp's a pdf file from a server to a ROOT.war directory on the development jboss server. The file is being copied and I am able to view the pdf file on development environment, but having problems in production environment. The file is not being scp -ed and even thought i tried to manually copy the file to the root.war directory , I am not able to view it. when the same is working on development, why is it not working in production.
