eclipse, structs, and tomcat

I need to build a web app with struct2.0 as the framework. I imported a blank struct project from struct-blank.war into Eclipse. I could see the project folder built within eclipse workpace. However, every time i run the project, get an "resource not available - HTTP 404 error page".

I use eclipse 3.4 ganymedy. I believe it has WTP installed already. I know there are some steps missing in this process, but not sure how to put necessary resources on build path.
I searched high and low -- a lot of materials seem to indicate a plug -in. i am more interested in the plug-in free solutions.

Could anyone advice on the missing steps and how to provide the missing resources? Thanks a million.
