when a window is moved by clicking the title bar and dragging it, the window will get stuck in a "moving state" and will follow the cursor endlessly.

Sounds like it is an issue with your browser/computer. Should have nothing to do with HTML/JavaScript.

there is not a problem with browser or computer . Every body in our company is facing this problem.
Even clients are also facing the same problem.
Can you please suggest for the same.

So the window is an DHTML thing with drag and drop and not the actual browser window.
