In the constructor BufferedOutputStream(OutputStream os, int size)
The specified buffer size are number of bytes?

I think so. The following is from explanation of java API of BufferedOuputStream class:
The class implements a buffered output stream. By setting up such an output stream, an application can write bytes to the underlying output stream ......

Yes, it's bytes. Here's the source for the ctor:
