I'd like to quote a few words to answer your question:
The truth is that there still exists a chasm between service providers and service consumers. That's exactly where the Web Services Inspection Language (WSIL) fits in.
WSIL is not meant to be another specification to replace UDDI rather a solution before UDDI matures. In fact, the UDDI and WS-Inspection specifications address different sets of issues in the discovery problem space, and should be viewed as complementary technologies.
