XML and Java Question?

I'm writing a program that sends commands to Server (on C/C++). The application I'm writing on Java. How is it possible to send an XML message to Server? The form of XML message is the following.
$request="
<command>
<name>login</name>
<param1>$username</param1>
<param2>$password</param2>
</command>";

I think we need to know more about this "Server" you have to talk to. Is this a SOAP server? Does it have a published WSDL?
