I do not think this tutorial is new. It is several months old. Addison-Wesley has a book of the same name which is basically a printed version of this tutorial.
I do not think this tutorial is terriblly useful. It contains a lot of different (but rather basic) stuff. Any information with regard to tools in the JWSDP package is buried deep in the tutorial. I personally find Deitel's "Java Web Services for experienced programmers" by Prentice Hall a better book.
