How Should I approach?

Hi,
I am looking for some information on how to build a low cost full feldged e-commerce website for my own company.
I have some basic knowledge of computers and internet. I have identified the following requirements of my project :
a. Users can serf for products and order them online.
b. They can order by either credit card or by Check
c. They can select from various shipping modes possible including the home delivery also.
d. We want to store the information of users in some database.
(The scope of the system is not very big)
The website that I want to make will not be handling large users. Initially we will be covering a small area or you can say one state.
Based on this requirement I have identified some information. I am looking for some missing peices and how do I go about filling those gaps.
a. We will be needing a DNS and some space over the web. (Can we put our database at ISP Site? If yes how do we manage it?)
a. The database that we will use is MYSQL or any freeware available.(Oter recommendations are welcome)
b. Any freeware application server will do our job. (Or you recomment anything else)
c. We will be needing some hardware for the same. (Or any other options available)
d. We will be needing a payment service to assist us in handling the payments.(I need a real explanation in this area. This is going to be the major concern of our company.)
Now how do I get information about including the payment services patch into my Server code?
Let's say initially I want to design it for a max. of 500 customers of which 50 hitting at one time to my website.

How much time the entire application must take to be in production assuming one dedicated person having all knowledge working 8 hrs. a day.
(Time Estimation)
As well as all the costs that I have to make. (COST ESTIMATION).
Or may I get some resouces where I can get this information.
How much generally it costs to register for a search engine also.
Please contribute your knowledge and experience as much as possible as I may be wrong in my assumptions.
