If you used javax.xml.rpc.Call for dynamic invocation, you could set the SOAPAction header with
Call#setProperty(Call.SOAPACTION_URI_PROPERTY, "foobar");

I believe the piece of code you posted is operating with the SOAP header, not the HTTP header...

Can we mention the SOAP action in the WSDL's location element ?
