How could this handler get a role ?

Hi all.
my web service application contains two handlers :
the first creates a header block called <order-id>
the second gets the previous header block and log it, the actor for this handler is :
http://mydomain/ws/logger

well, using SAAJ, I know how to add this block to header element, and how to log the id in LoggerHandler, but I have one problem :
what is the value of <soap-role> element of OrderID handler ??
I'm not sure, but since OrderID handler is the first handler to be called, how can it get an actor (a role) ??
