When created a web service what are the stages ?

I've created java files that do login handling and return a string value that i weant to put in a soap header

What's the next step - create a soap handler with handleresponse/request/fault

Do i have to create a WSDD or a WSDL file

Can someone tell me the steps to follow

I guess u r having hard time with this soap header problem. Did you managed to get any response from axis-dev, axis-user mailing list ?
