JAX-RPC is a Java API that implements Web Services (such as those baseed on the SOAP protocol).

Axis is a web application that implements the server side of Web Services, i.e. which understands SOAP requests.

The Web Services FAQ has links to the relevant protocols, and to some introductory material about Axis.
