Seems to be a .Net concept that makes C# and VB.Net methods accessible by web services. Is this what you are asking about?

Actually the javax.jws.WebMethod annotation is part of JSR 181 (Web Services Metadata for the JavaTM Platform) and JSR 224 (JavaTM API for XML-Based Web Services (JAX-WS) 2.0.
XFire JSR-181 Examples
The WebMethod annotation(Java)/attribute(.NET) identifies class methods that are to be exposed as part of a Web service endpoint interface.
Unfortunately that feature can be abused to bypass the "design the interface first" directive but that's another story.
