Seems to be a .Net concept that makes C# and VB.Net methods accessible by web services. Is
what you are asking about?

annotation is part of
JSR 181 (Web Services Metadata for the JavaTM Platform)
JSR 224 (JavaTM API for XML-Based Web Services (JAX-WS) 2.0

annotation(Java)/attribute(.NET) identifies class methods that are to be exposed as part of a Web service endpoint interface.
Unfortunately that feature can be abused to bypass the "design the interface first" directive but that's another story.
