JSR 181 (Web Services Metadata for the JavaTM Platform)

annotation(Java)/attribute(.NET) identifies class methods that are to be exposed as part of a Web service endpoint interface.
Unfortunately that feature can be abused to bypass the "design the interface first" directive but that's another story.
