I'm looking for a way to deliver data to client using web services. I don't have too much previous knowledge about web services. Could someone please point me to the right direction to do this?

I need to know things like:
What kind of environment needed for using web services?
Which technology is the best?
Are there any open source available or do I need to buy a product? Could you please also mention the advantage and disadvantage?
