Another question if i am creating a web service, is is mandatory that i need to publish in UDDI or any registry.

You should create web service in creating web service way it is not EJB or ...
read some webservice creation example with axis or jaxws to know how to create it.

If you use your webservice Internaly(in your company and for your customer) and you don't want to provide it to whole world(your case) you don't need to register it via UDDI.
