Error: no SOAPAction header!

Hii
I am trying to achive WS-AT(atomic transaction)in between Java and .net client using Websphere Application server v6.1. i am gettimg the WSWS3147E: Error: no SOAPAction header!..when i add the java wsdl(webservice) to .net as "service Reference".
While creating the dynamic proxy..its throwing this error.
Can any body suggest me where is the problem.
