What is the first step to develop an application on symbian os??

Symbian OS runs PersonalJava and in the future, it will run the J2ME Personal Profile. You should search those two on the web.
There is a book named "Wireless Java for Symbian Devices" by Jon Allin and published by Wiley (ISBN 0471486841). It is somewhat old now but still useful if you want the basics.
