How to sign a MIDlet suite and OTA it as trusted under WTK2.1

Using Sun WTK2.1 toolkit to sign a MIDlet Suite results in the .jad appended the right attributes, but cannot ota and install it on the emulator as a trusted one. Please anyone knows what happens behind this.
