Before one of the bartenders or sheriffs says something, you might want to change your name per the
policies here.
But, to answer your questions:
1) You need a runtime to get the applications/midlets to run. Depending on your PDA, you may find a runtime on the disk that came with it (HP, for instance, used to ship Jeode on the install CD), or you might find that you need to download one (IBM offers one, called 'J9') or purchase one... just takes a bit of looking and installation.
2) Yes, you can more than likely - I've found that I have no issues accessing the wifi capabilities on my HP iPaq 5455 (I have to turn on the wifi manually, but once it's on and I'm connected, it's available seamlessly to my midlets).
