Check out the java.io.RandomAccessFile class. It allows access to arbitrary offsets in a file.

i can not find it in java.io in my j2me development environment.

Oops, I hadn't noticed that this was in J2ME; my bad. Is FileInputStream available? That has the skip() method, which skips over a specified number of bytes.
 
It is sorta covered in the JavaRanch Style Guide.
