How to use an optional package

How can I use the following optional package in J2ME Wireless Toolkit:

JSR 82: BTAPI: Java APIs for Bluetooth

I need to use it while developing Java application using the Wireless Toolkit and subsequently when I transfer the application to my mobile phone.
